FCT Land Probe: Minister

The Federal Capital Territory Minister, Senator Bala Mohammed has assured of his administration’s support in ensuring the protection of integrity of land titles in the FCT.
The minister made this known last week during the presentation of report by Senator Saidu Dansadau led Committee on Repositioning of Land Administration in the FCT, pledging to dedicate appreciable percentage of all land allocations during his tenure to provide alternatives plots to victims who lost their land titles as a result of Government actions.
While commending the effort of the committee members, he said the report will be accorded the deserved attention that will enable decisive action to be taken in addressing the commendable recommendation.
The minister said the recommendation for the establishment of new institutions and administrative organs to fill existing administrative and implementation lacuna shall be given prompt and adequate consideration.
Commenting on the complaint of the committee concerning indiscipline among staff, he said ‘no human organization, no matter how well situated and funded can meet desired goals with a work force that is undisciplined’. He therefore said their recommendation shall be examined with utmost expedition.
According to him the issue of the adoption of Public Private Partnership, PPP, as an effective housing delivery strategy will be given the desired attention, stressing that given the urgent need for rapid mass housing delivery and the limited funds at the disposal of the government, the PPP approach to housing delivery will be accorded due attention.
In his remarks, the chairman Ministerial Committee on Repositioning of Land Administration in the FCT, Senator Saidu Dansadau said the committee while embarking on the assignment was guided by the constitution of the Federal Republic of Nigeria, the land Use Act, the federal capital Territory Act, land Registration, Registration of Titles Act, Urban and Regional planning Act and other related legislations.
He further noted that the committee while carrying out its assignment discovered that revocation of plots without regards to due process especially non-compliance with land use Act and complicity on the part of some FCT officials are responsible for this menace of double allocations, forgery and falsification of records.
The Committee chairman opined that the highest occurrence of such irregularities is traceable to the refusal to abide by the provisions of the land use Act.
He said, the period under review, Jan 2007 to April 2010, shows that the Land Use Act Committee was at most a symbolic body when it existed and was hardly effective, stressing that the need for an effective land use Allocation committee to advise the Honorable minister on matters of land administration in FCT should be considered.
He also said, the state of Abuja Geographic Information Systems, AGIS, was also responsible for the disarray in the land Administration, pointing out that the project after seven years remains at infancy thereby leaving a gap for the manipulation of land information systems.
